Incomplete Approvals is a work on paper made over the course of 10 years of researching the New York City waterways. It represents part of the chain of approvals and permissions required to put any object that is not specifically a boat (or navigational craft) into the New York City Waterways. Each downward pointing arrow represents a point in the process in which any one of the 12 related local, state and/or Federal agencies can deny permission.
